In 1960 Congress approved the 23rd Amendment, which allowed DC citizens to vote in presidential elections. The measure was ratified by the states in 1961, making 1964 the first time DC residents could vote in a presidential election, choosing between President Lyndon B. Johnson and challenger Barry Goldwater.
